Ax Falls on Railways Minister

Yeltsin has replaced Railways Minister Anatolii Zaitsev with Nikolai Aksenenko, Zaitsev's deputy, Russian news agencies reported yesterday. Zaitsev's dismissal is part of the government's drive to reform the natural monopolies. First Deputy Prime Minister Nemtsov recently criticized the Railways Ministry leadership for keeping transport fees too high.
